軍備管理

軍備管理（Arms control）とは、政治的な意図に基づき、軍備の増強を相互に制限する取り組みを指します。これは、軍備の「縮小」を目指す軍縮とは異なる概念です。

1960年代以降、アメリカ合衆国の軍備管理軍縮局（1961年創設）で初めて用いられた言葉であり、冷戦終結後は、大量破壊兵器の拡散防止や、拡散後の対処に焦点が移っています。

概要

軍備管理は、軍事的な衝突の危険性を抑制するといった政治的な目的を達成するために、軍備政策について相互的な抑制を行うものです。例えば、1972年の第一次戦略兵器制限交渉（SALT I）のように、米ソの核戦力の上限を設定し、限定的な軍事力造成を認める場合も、軍備管理の概念に含まれます。

軍備管理は、主に二国間、限定的な多国間、非限定的な多国間の外交交渉と合意に基づいて実施されます。一方で、日本の憲法第9条や非核三原則、ソ連が1960年代に核戦力を増強しながらも通常戦力を削減した例は、一方的な措置による軍備管理の形態として挙げられます。
